LCDR Philip J. Carey USN
Commanding Officer

LCDR Philip J. Carey is a native of the Antelope Valley of Southern California. He enlisted in the Navy upon graduating from Quartz Hill High School in September 1991. As an enlisted sailor, he completed boot camp and training at the Naval Nuclear Propulsion Program in Orlando, FL and Idaho Falls, ID. He served as an Admin Assistant at Naval Weapons Station Concord for a brief period and then returned to his rating as an Electrician’s Mate to serve onboard the carriers USS ABRAHAM LINCOLN (CVN 72) and USS JOHN C STENNIS (CVN 74), and at Shore Intermediate Maintenance Activity, San Diego. He served as a Maintenance Technician, Work Center Supervisor, Leading Petty Officer and Ship Superintendent. He became a “Shellback” in 1995 during his first of two deployments to the Persian Gulf. After serving 12 years in the enlisted community; qualifying Enlisted Surface Warfare Specialist and Enlisted Aviation Warfare Specialist; and obtaining the rank of Chief Petty Officer, he was selected as a Nuclear Power Limited Duty Officer.

Upon commissioning, he reported to the USS NIMITZ (CVN 68) in December 2003 and served as the Main Propulsion Technical Assistant and Assistant Reactor Maintenance Officer. During this tour he qualified as a Surface Warfare Officer.

In March 2007, he reported to Naval Intermediate Maintenance Facility Pacific Northwest in Bangor, WA and served as the Quality Assurance Officer for 726 Class Submarine Repairs. In September 2009, he then reported to the submarine tender USS FRANK CABLE (AS 40) in Guam as the Quality Assurance Officer for 688 Class Submarine Repairs.

Following this tour, he reported to the USS RONALD REAGAN (CVN 76) in February 2012 as the Reactor Maintenance Officer. In October 2013, he reported to Commander, Naval Air Forces Pacific and served as the Force Reactor Maintenance Officer until July 2014. He then reported to Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility maintaining 688 and 774 Class submarines and served as a Deputy Project Superintendent, Project Superintendent, Deputy Production Management Assistant, Production Management Assistant, Assistant Repair Officer and Deputy Combat Systems Engineer.

LCDR Carey’s personal awards and decorations include the Meritorious Service Medal, Navy and Marine Corps Commendation Medal (7), Navy and Marine Corps Achievement Medal (3), Good Conduct Medal (5), and Meritorious Outstanding Volunteer Service Medal. He earned a Bachelor of Science Degree in Applied Science and Technology through Thomas Edison State College in 2004. He completed coursework at Behrends College of Business and was awarded a Master of Science Degree in Project Management by Pennsylvania State University in 2014.
