Captain James E. McGovern

CAPT McGovern was commissioned as an Ensign through the Reserve Officer Training Corps in December 1988. He earned a Bachelor of Arts degree in History from Norfolk State University and a Masters of Science from the Industrial College of the Armed Forces.

CAPT McGovern’s operational assignments include services as Division Officer on board the USS BARNSTABLE COUNTY (LST 1197) AND USS TYPHOON (PC 5). During his tour as Department Head, CAPT McGovern was 1st LT aboard USS FORT MCHENRY (LSD 43) USS BELLEAU WOOD (LHA 3) and USS ESSEX (LHD 2).

CAPT McGovern commanded the USS KINGFISHER (MCH 56) and later USS CARTER HALL (LSD 50). While serving aboard USS CARTER HALL (LSD 50), he was privileged to lead the crew which earned the Battle Efficiency Award and conducted counter-piracy operations in the Gulf of Aden, Red Sea and off the coast of Somalia.

CAPT McGovern assignments ashore have included: Instructor Surface Warfare Officer’s School Command, Division Officer Course; Commanding Officer, Navy Operational Support Center, Baltimore, MD; Branch Head for Surface FTS assignments, (Pers-417) and US Joint Forces Command, Joint Reserve Directorate.

CAPT McGovern has earned various personnel and unit awards, but is most proud of the 6 Battle Efficiency awards the ships he has served aboard have won, as they represent the collective team work and effort of each and every crew member.

CAPT McGovern reported aboard USS IWO JIMA (LHD 7) as the Executive Officer in February 2012.
