Commanding Officer

Captain H. Thomas Workman is a native of Minersville, Pennsylvania. He is a 1990 U.S. Naval Academy graduate (B.S. Mathematics), a 1996 Naval Postgraduate School graduate (M.S. Operations Research) and a 2008 National War College Distinguished Graduate (M.S. National Security Strategy). In addition to Surface Warfare designation, Captain Workman holds sub-specialty designations in Operations Analysis & Logistics, National Security Studies, Mechanical Engineering, and Undersea Warfare.

Captain Workman’s sea duty assignments span five ship classes and both coasts. Upon commissioning in 1990, he served as First Lieutenant and Maintenance Officer aboard USS DAHLGREN (DDG 43). In 1992, he reported as a commissioning crewmember of USS VICKSBURG (CG 69), serving as Main Propulsion Assistant and Damage Control Assistant. From 1997-2000, Captain Workman completed two Department Head assignments as Engineer Officer aboard USS OLDENDORF (DD 972) and USS VELLA GULF (CG 72). From 2003-2004, he served as Executive Officer of USS JOHN PAUL JONES (DDG 53) and USS HIGGINS (DDG 76) from 2003-2004 under the U.S. Navy’s SEA SWAP initiative. From 2008-2010, he completed service as Commanding Officer USS CURTS (FFG 38) during which USS CURTS was selected as 2009 Captain, Destroyer Squadron ONE Battle Efficiency Award Winner. Captain Workman reported as Deputy Commander, Destroyer Squadron TWO THREE in 2012, and subsequently commanded Destroyer Squadron TWO THREE from 2013-2014.

Captain Workman’s shore assignments include service to: the Chairman, Joint Chiefs of Staff as Combating Weapons of Mass Destruction Action Officer, Chief - National Military Command Center (NMCC) Systems Operations Branch, NMCC Security Manager, and Flag Executive Assistant to the J-3 Deputy Director for Global Operations (DDGO) from 2004-2007; the Deputy Chief of Naval Operations for Warfare Requirements and Programs (DCNO N-7) as N-76 DD(X) Shipbuilding Program Requirements Officer and Flag
Executive Assistant to the Deputy Director, Surface Ships (N-76E) from 2000-2002; the Bureau of Naval Personnel as Surface Warfare Officer Community Manager from 2010-2012; the Commander U.S. Naval Forces Central Command as Chief of Staff and Maritime Operations Center Director from 2014-2015; the Deputy Chief of Naval Operations for Warfare Requirements and Programs (DCNO N-9) as Surface Warfare Deputy for Manpower &Training (N-96D) from 2015-2017; and the Commander, Naval Surface Forces as LCS Implementation Team Leader since March 2017.

Captain Workman’s operational deployments include: UNITAS XXXII; MED 94-1; MED 99-2; CENTCOM 04-3; and CENTCOM/WESTPAC 2010 & 2013. These deployments supported Operations PROVIDE PROMISE/DENY FLIGHT (1994), Operations NOBLE ANVIL/ALLIED FORCE (1999), and Operations ENDURING FREEDOM/IRAQI FREEDOM (2004, 2010, 2013). He also participated in RIMPAC, MARCOT, and Teamwork North Pacific theater operations, and managed all FIFTH Fleet operations from 2014-2015.

Captain Workman’s personal and unit awards are highlighted by: The Defense Meritorious Service Medal, Legion of Merit (2 awards), Meritorious Service Medal (2 awards), Navy Commendation Medal (6 awards), Navy Achievement Medal (4 awards), Navy Unit Commendation, Kosovo Campaign Medal, and the NATO Service Medal (2 awards).
