Acquired by the Navy under a long-term charter in 1983

Converted by Bethlehem Steel at Sparrows Point, MD.

Placed in service under the direction of the Military Sealift Command (MSC) as MV PVT Franklin J. Phillips (AK-3004), 12 September 1985, operated by Maersk Line Ltd.

MV PVT Franklin J. Phillips (AK-3004) is one of the Military Sealift Command's seventeen Container & Roll-on/Roll-off Ships and is part of the 36 ships in the Propositioning Program.

MV PVT Franklin J. Phillips (AK-3004) is based at Diego Garcia in the Indian Ocean as a member of Maritime Propositioning Ship Squadron Two. She carries equipment to support a US Marine Corps Expeditionary Brigade
